Professor Paata Turava


Professor Paata Turava is the Head of the School of Law at Kutaisi International University. He obtained his law degree from the Faculty of Law at Ivane Javakhishvili Tbilisi State University and subsequently earned a Master of Laws (Magister Legum, LL.M., 2002) and a Doctor of Law (2006) from the University of Potsdam, Germany. Since 2002, Professor Turava has held academic appointments at the Faculty of Law of Tbilisi State University, where he has been actively involved in legal education and research.

His academic career spans a range of leadership and teaching roles at both public and private higher education institutions. He has also participated in numerous international academic exchange and research initiatives in Germany, supported by the German Academic Exchange Service (DAAD) and the Friedrich Ebert Foundation (FES).


Professor Turava plays an instrumental role in advancing legal reform in Georgia. He has contributed to multiple national initiatives focused on the modernization of the country’s legal and public service systems, working in cooperation with the Parliament of Georgia and the Ministry of Justice.


He is the author of several authoritative textbooks and monographs in the field of administrative law and is widely regarded as a leading expert in this domain.
